DETECTIVE SHANTAY NEAL-BAKER
Shantay Neal-Baker got her start as a Police Communications Technician, before becoming an officer in the Brownsville and Williamsburg neighborhoods of Brooklyn, the top cop wrote in an internal memo obtained by The Post. A volunteer peer support member, Neal-Baker also worked in the NYPD’s Human Resources Division, and most recently in its Risk Mitigation Division, where she was assigned to the Performance Analysis Section.
According to Pelé, a Brazilian former professional footballer, “success is no accident. It is hard work, perseverance, learning, studying, sacrifice and most of all, love of what you are doing or learning to do.” Detective Shantay Neal-Baker has enjoyed success by embodying those tenets, personally and professionally, throughout her entire life. Shantay was appointed to the Department on July 22, 2002. During her tenure with the Department, she has been assigned to Patrol Borough Brooklyn North, 73rd Precinct, 90th Precinct, and the Performance Analysis Section’s Civilian Monitoring Unit. Prior to her appointment as a Police Officer, Detective Neal-Baker was employed by the New York Police Department as a Police Communications Technician. She obtained an Associates in Business Management and a Bachelor of Science in Criminal Justice at John Jay College.
Shantay enjoys traveling, karaoke and spending time with her huge family. She is the 7th child of 11 children. Her most coveted titles are Mom to three beautiful children Aquira, Julissa and Kyle, and wife to retired NYPD Detective Jeff Baker.
Shantay left us with a legacy hard to keep up with
Perseverance is the ability to keep doing something in spite of obstacles. Shantay made it look so easy and never gave up no matter what the challenge. In addition to being a wonderful provider for her family, she served in may role including the following:

NYPD Commitment to Organizations
Shantay served as a peer support member, was a proud, active member of the NYPD Detectives Endowment Association, the NYPD Guardians Association and the Corresponding Secretary for the NYPD Police Women's Endowment Association (PEA). As a peer support member, Shantay was committed to the highest levels of integrity regarding confidentiality while she listens with great care and concern. After providing an ear for others, she referred them to the appropriate outlet, when necessary. While serving as the Corresponding Secretary for the PEA, Shantay had shown the highest levels of dedication to making sure women are aware of critical information needed to navigate throughout the job and all things PEA related. She continued her support with working on various committees such as the Annual Masquerade Ball and Scholarship awards and dances.

NYC Graffiti Clean Up
Shantay could very well be a poster child for perseverance and it has been observed throughout her nineteen years with the NYPD and her dedication to leaving a person or situation better than she found it. Through her tireless efforts, attention to detail and love for what she does, Detective Neal-Baker’s passion for the work and the New York Community is a testament that she is a proactive and caring individual at a time when the world needs it most. Shantay enjoyed giving back to the community and help spearhead the Graffiti clean up within the NYC making neighborhoods beautiful again.

Operation Prom Princess
Dedicating time and energy in collecting clothing and accessories for Operation Prom Princess was both fulfilling and rewarding. Giving joy by providing dresses, suits, shoes and accessories to local students excited to attend their prom.

NYPD Lupus Awareness
Shantay brought Lupus Awareness to the NYPD. In addition to educating people on this disease, she orchestrated the creation of an NYPD Lupus Awareness 2020 Patrol Vehicle. Shantay received the Certificate of Appreciation from Susan J. Gloor (Regional Director, Northeast Region) for her dedication and leadership to solving the cruel mystery of Lupus. Shantay was honored to be featured on the 2017 "Walk to End Lupus Now" posters.

Spirituality
Shantay decidated her spirituality to her church, Mt. Moriah AME Church. As a 14 year tithing member, she also was a part of the men and women's ministry.

Family Coordinator & Planner
In addition to giving her all with her NYPD family, Shantay was the reliable coordinator and facilitator or family reunions and trips with her Travel Divas group.

Rest In Peace
Message from the PEA President: With a heavy heart and with our deepest sorrow, we announce the passing of our beloved Policewomen’s Endowment Association Corresponding Secretary. Detective Shantay Neal-Baker passed away on August 14, 2021. Shantay was a member of the P.E.A. for 19 years. She loved her family, loved people, loved the women on this job, and loved the P.E.A.,which encouraged her to become a Peer Support Member for the Department. Shantay played a major role in helping to push the P.E.A. forward making sure our members were always informed on what was happening within the organization and the department as a whole. Shantay was a dedicated wife, mother, co-worker and friend. We ask that you keep her family in prayer during this trying time. May she Rest In Peace.
